Our grassroots team in the state mobilized folks to make their voices heard as the map was redrawn and now, for the first time this decade, North Carolinians will vote in 2020 with a map that better reflects their communities.

Back in 2011, politicians and insiders crafted a plan to manipulate voting maps and dilute the power of voters through partisan and racial gerrymandering. Too often, this contributes to a real disconnect between voters and their elected officials. We see it in Ohio, where gun violence prevention bills are stalled. We see it in Florida, where folks have been denied access to health care without Medicaid expansion. And we've seen it in states like Georgia, where the right to choose is under siege.

In a democracy, power should rest with citizens, not with special interests. And in 2021, we have a chance to wrest that power back, correcting some of these unfair maps and creating districts that better reflect the will of the people. That's why All On The Line launched a plan to mobilize activists across the country to end gerrymandering. From training hundreds of volunteers through our Redistricting U gatherings to activating voters to contact their elected officials, the fight for fair maps -- and the grassroots organizing needed to win the fight -- has already begun.

Mixed Retail Sales Data; Construction Sector Strengthens

Overview: Over the past week, a limited trade deal with China was negative for mortgage rates, while the economic data caused little reaction. As a result, rates ended the week higher.

With additional tariffs set to go into effect on December 15, investors were on the lookout late last week for signs of progress in the trade talks between the U.S. and China. Given this, Friday's announcement that the two sides had reached a limited "phase one" trade agreement, which will reduce tariffs, was not entirely unexpected. It clearly was an unfavorable outcome for mortgage rates, though, since tariffs and other recently imposed trade barriers have slowed global economic activity. Faster economic growth raises the outlook for future inflation, which is negative for rates.

Friday's report on consumer spending in November was somewhat disappointing, especially in light of the important holiday shopping season. It revealed that retail sales in November rose just 0.2% from October, well below the consensus forecast for an increase of 0.5%. However, its impact was small since this year's late Thanksgiving date likely pushed forward some shopping into December. Retail sales still were a solid 3.3% higher than a year ago.

Since a lack of inventory has been holding back home sales activity in many regions, the latest reports hinting at faster construction were welcome news. In November, housing starts showed solid improvement from October and were 14% higher than a year ago. Building permits, which are a leading indicator of future construction, increased to the highest level since May 2007. In addition, the National Association of Home Builders (NAHB) housing market survey showed that home builder confidence jumped to 76, far above the readings near 60 seen a year ago, and the highest level since 1999.

All On The Line
After this [Supreme Court] decision, All On The Line's work at the state and local level has never been more important.


In June, Brett Kavanaugh, and the John Roberts conservative-dominated Supreme Court, ruled that it and other federal courts cannot and should not limit partisan gerrymandering. It was a disappointing day for our movement and for our country. One former Ronald Reagan official called it "A Day of Sorrow for American Democracy."

But the day SCOTUS declined to stand up for fair elections was also a day that reinforced the importance of the work we're doing at All On The Line.

The ruling reminded us that ending gerrymandering never depended on one court decision. To truly end gerrymandering we need to do the hard work of organizing. We need grassroots volunteers holding their representatives accountable. We need engaged community members talking to each other about how to reform the process. And we need supportive donors making sure their neighbors have the resources they need in this fight. Can you make a donation to help us end map manipulation in the face of the summer's disappointing SCOTUS ruling?

To understand the barriers we face, look no further than Scott Walker's recent attempt to defend racial gerrymandering. When criticizing the court decision to redraw maps in Virginia, he failed to acknowledge that the old maps had been racially gerrymandered to dilute the power of black voters. He tried to frame this redraw as a power struggle between political parties, rather than a remedy to a civil rights injustice.

Walker's pro-gerrymandering stance is such a revealing look at how map manipulators want to mislead Americans. We need to empower citizen ambassadors for fair maps who are committed to challenging this broken status quo -- through organizing to educate and activate their communities because there's so much at stake.

All On The Line has set an end-of-year goal of $100,000 to make this happen. Can I count on you to chip in?
