The CAP report found that unfairly drawn congressional districts shifted an average of 59 seats in the House of Representatives during the 2012, 2014, and 2016 elections -- impacting the representation of approximately 42 million Americans.
CAP described the findings in very clear terms: "The inescapable conclusion is that gerrymandering is effectively disenfranchising millions of Americans. This should be considered a critical situation."
