Isso reduzirá o custo das campanhas e aproximará os representantes dos políticos eleitos. O projeto já foi aprovado no Senado e agora tramita na Câmara. Amplia de 3 para até 10 anos o tempo de internação do menor infrator que cometer crime hediondo mediante violência ou grave ameaça, como homicídio qualificado, latrocínio, estupro e sequestro. A iniciativa modifica o Estatuto da Criança e do Adolescente (ECA) (PLS 133/2015). Estimula as empresas prestadoras de serviços em saneamento básico no País a ampliarem seus investimentos no setor por meio da desoneração dos tributos PIS/PASEP e COFINS (PLS 95/2015). A estimativa é que ocorra um aumento de 30% nos investimentos, cerca de R$ 3 bilhões.   Regulamenta a “PEC da Bengala” para todo o serviço público. Amplia dos 70 para os 75 anos a aposentadoria compulsória de todos os servidores públicos (Executivo, Legislativo, Judiciário, Ministério Público e Tribunal de Contas) das três esferas de governo, incluindo suas autarquias e fundações (PLS 274/2015 complementar). Estende para até 2025 o prazo para a transferência definitiva de parte da malha rodoviária federal para 15 estados: Minas Gerais, Rio Grande do Sul, Bahia, Paraná, Maranhão, Mato Grasso do Sul, Goiás, Tocantins, Pernambuco, Piauí, Espírito Santo, Amazonas, Paraíba, Roraima e Rondônia (PLS 508/2015).   Emendas de José Serra sancionadas pela presidente da República: Permite aos estados e municípios acessarem até 70% dos depósitos judiciais e administrativos para pagamento de precatórios, de dívida fundada e de investimentos ou gastos previdenciários. Garante mais transparência nas ações do Banco Nacional de Desenvolvimento Econômico e Social (BNDES), obrigando o Ministério da Fazenda a divulgar, a cada dois meses, pela internet, os custos dos financiamentos concedidos pelo banco nas áreas privada e pública.   Projetos que tramitam no Senado: Propõem-se dois limites para dívida da União, que aprimora e complementa a ideia: um para a dívida líquida do setor público e outro para a dívida bruta. Desobriga a Petrobras de ser operadora única dos blocos do pré-sal e de te pelo menos 30% de participação financeira nos investimentos (PLS 131/2015). José Serra é relator da Proposta de Emenda à Constituição 83/2015, apresentada pelo senador Renan Calheiros, que cria uma Autoridade ou Instituição Fiscal Independente, para dar mais transparência aos custos das ações do setor público.   Cria a Nota Fiscal Brasileira, que tem por objetivo incentivar os Estados a implementarem programas que estimulem o contribuinte a solicitar a nota fiscal na compra de mercadorias e serviços (PLS 110/2015). Extingui as Mesas Diretoras das Casas Legislativas do país (Câmaras Municipais, Assembleias Legislativas, Câmara Federal e Senado) (PEC 12/2015). Dois projetos que promovem mudanças nas eleições e redução de gastos das campanhas: mudança do horário eleitoral (PLS 462/2015) e regras de participação em debates eleitorais (PLS 461/2015).
