The Brazilian Government is taking important steps to improve the efficiency of the country’s financial system, with regulations that will simplify and de-bureaucratize access to capital markets, stimulate savings, and diversify financial intermediation. The Central Bank is coordinating many of these efforts, recently announcing the “Initiative of Capital Markets” whose purpose is to increase the depth and breadth of the capital markets, thereby reducing the cost of capital. Another initiative is the development of Open Banking, a framework by which new financial technologies will be governed.

Join us for a discussion of these and other initiatives with João Manoel Pinho de Mello, Deputy Governor for Licensing and Resolution of the Central Bank. Director Pinho de Mello is the Director responsible for leading these reforms within the Central Bank. He will share his thoughts on what may be expected regarding the evolution of Brazil’s financial system.

The district:
Texas' gerrymandered 2nd Congressional District.

What's the deal?

"Texas is turning into a toss-up!" You've probably heard some form of this over the past year or so -- and when it comes to statewide elections, it's true! Growing populations in places like Houston, Austin, and Dallas; strong candidates; and a lot of grassroots energy have made Texas' elections competitive.

But in some of Texas' congressional districts, that's a different story -- one that starts with the 2010 Census, when the Republicans controlled the state legislature and manipulated Texas' congressional districts to retain their grasp on power. Their cheating in 2010 has worked to their party's benefit for nearly a decade: During last year's midterm elections, Republicans secured four more congressional seats in Texas than the vote share would suggest.

How bad is TX-02?
In late 2018, Houstonia Magazine's Morgan Kinney described its shape like this: "A boa constrictor mid-meal, strangulating electoral competition in a district snaking improbably from Kingwood to Klein to the Med Center." If you're not familiar with Houston, here's all you need to know: This district has been intentionally drawn in a way that keeps Republican strongholds and slices up Democratic voters.

What does that mean for the people living in the district?
This gerrymandered district has almost guaranteed Republican electoral victories in the state every two years. This means the fairly moderate populace around Texas' largest city is now represented in the U.S. House by Dan Crenshaw, a Republican who supports extreme, far-right positions. More importantly, it means Republicans have intentionally diluted these moderate voices and created incentives for an ideologue like Crenshaw to unfairly win elections.

Crenshaw has voted with President Trump 93.9% of the time, consistently going against common-sense policies supported by most Americans. He has:
  • Opposed efforts to create a pathway to citizenship for DREAMers, young DACA recipients who came to the United States as children;
  • Voted against a bill to lower prescription drug costs and stop Obamacare sabotage; and
  • Opposed legislation that would have implemented universal background checks on all gun sales, which 90% of Americans support.

This is our moment. Gerrymandering is in the public consciousness in a real way and we have an opportunity to fix the broken system. Here's the state of play → SCOTUS neglected to put an end to partisan gerrymandering, paving the way for conservatives to continue to gerrymander districts across the nation to maintain their ill-begotten political power. The citizenship question is officially off the census. But the fact that the Trump administration pushed so hard for this discriminatory effort should tell us clearly: They're willing to do anything to manipulate maps in 2021. And so, all eyes are on our efforts to create a movement that returns power to the people and restores fairness to our elections. This is a movement and a moment that calls for all hands on deck. In the past few weeks, President Obama and AG Holder have asked you to step up -- can we count on your support? Every day, there are so many competing, important stories in the news. All On The Line
"The Courts Won't End Gerrymandering. Eric Holder Has a Plan to Fix It Without Them." Seeing that headline in Mother Jones this week made me smile.

It's been a tough few weeks...the SCOTUS decision refusing to block partisan gerrymandering was a disappointing loss for fairness in our democracy. But the Mother Jones headline emphasizes what we already know: the fight to end gerrymandering isn't going to be easy, which is why we're building a grassroots army to fight back.

AG Holder recently traveled to Wisconsin, one of the most severely gerrymandered states in the country, to meet with community organizers and advocates for fair maps. In 2018, Democrats won every single statewide office in Wisconsin, including defeating Scott Walker. Democrats also won 54% of the vote for the state legislature, but only took home 36% of the seats. While AG Holder was in Wisconsin, he was joined by Mother Jones' Ari Berman who recently reported on the important work local community organizers are tackling to fight for fair elections in the Badger State.

Here's the lay of the land outlined in the video: In 2010, Republicans took control of nearly every key swing state -- and soon after drew heavily gerrymandered maps to preserve their party's political power. With the 2020 Census and 2021 redistricting around the corner, we have to commit to supporting candidates who will fight for a fair and accurate census and fair maps.

The consequences are real. The next decade of democracy is on the line -- and it all hinges on whether we can build a movement to pressure lawmakers to draw, pass, and sign fair maps.

When a minority party gets to write the rules so that they have majority power, the principles of a fair and just democracy are on the line. AG Holder said it best: "Let's make this a battle of ideas, as opposed to a battle of who is best at drawing the lines."

    In my farewell address in Chicago over two years ago, I said something I still firmly believe today: Being a citizen is the most important job in our democracy.

    It's a title that we all proudly share. Not just when there's an election or when our own narrow interests are at stake -- but every single day, over a full lifetime. I've always believed it's on every one of us to safeguard the principles and rights enshrined in our Constitution, and to continually try to improve this country of ours. That's what citizenship demands of us.

    And that's why I'm reaching out today, citizen to citizen, to ask you to chip in and take a stand against one of the most critical issues our democracy faces: Gerrymandering.
