I'm Ben, and when I came on as Digital Advocacy and Fundraising Director at All On The Line earlier this year, I made analytics a high priority. I'm a big numbers guy, and if you share my love of numbers, you know how pivotal milestones are. Hitting goals is what allows us to invest in programs like the one President Obama launched last month -- Redistricting U!

We are in the thick of planning and coordinating to get Redistricting U ready to go for our first wave of cities at the end of this month. When we raised our Founding Member goal to 5,000, we knew how simultaneously bold and achievable that milestone was. We are now less than 1,000 people away from that goal!

I am pulling this report first thing Monday morning, so I'm setting a two-day, weekend goal of 820 Founding Members! Can you help us get to our 5,000 member goal?

We know there's no one-size-fits-all solution to map manipulation. That's why Redistricting U will take place in your local communities, and it's why these trainings are designed to be responsive to the conditions on the ground in your state.

For instance, in places like Colorado and Arizona, folks will learn how to best advocate in front of independent redistricting commissions. In Texas and Florida, we'll focus on making sure we "get out the count" for the 2020 Census, so that the maps drawn during the 2021 redistricting process actually reflect the communities they represent. In California, volunteers will learn how to maximize their impact in states across the country.

I've always believed that training is at the heart of organizing. It's why I made it a priority in my 2008 campaign and throughout our larger movement for change in the years since. And it's why I'm asking you to become a Founding Member of Redistricting U -- to help make sure we can keep producing the best, most effective trainings to strengthen all of our efforts moving forward.

Let me start by introducing myself. My name is Bradley and I'm the Social Media Manager here at All on the Line. I decided to get involved in this work because I know the issues I care about most -- civil rights and climate change -- will be directly impacted by the redistricting process.

This Thursday, presidential candidates will be hitting the debate stage to share their vision for the country -- and I hope to hear their plans on democracy reform. Because at the end of the day, we can't move forward on issues at national or local levels when the playing field is stacked against progress.

Join me in tweeting at @ABCPolitics and the debate moderators encouraging them to #AskAboutDemocracy during the third Democratic debate on Thursday.

We cannot go another #DemDebate without asking the candidates how they'll work to end gerrymandering and save our democracy.

Sula -- Last week, we made a big splash in the media when President Obama launched Redistricting U. It's no secret that we have a plan to end gerrymandering -- Attorney General Eric H. Holder, Jr. has made that clear. It's also no secret that organizing is a key part of that plan. What is surprising -- and deeply rewarding -- is how this issue has broken through with citizens around the country. Thanks to you, more and more Americans understand how gerrymandering has helped break our political system and they are ready to take action.

Redistricting U is the perfect example of how your support can make an impact in the fight. A few weeks ago, our Training Director Mallory set an ambitious fundraising goal -- and because supporters like you stepped up, President Obama was able to announce our Redistricting U initiative last week.

When reporters ask us how we know this initiative will be successful, we tell them it's because of the strong grassroots support driving it. You are the backbone of the movement for fair maps and a stronger democracy. Which is why we've increased our goal to 5,000 Founding Members of Redistricting U. eptember 2019 OFAC Amends the Cuban Assets Control

 Regulations

What Happened:


On September 6, 2019, the Department of Treasury’s Office of Foreign Assets Control (OFAC) further implemented President Donald J. Trump’s foreign policy toward Cuba by amending the Cuban Assets Control Regulations, 31 C.F.R. part 515 (CACR), as it relates to remittances and certain financial transactions. Additionally, OFAC published a number of Frequently Asked Questions and a Fact Sheet concerning this amendment. The amendment to the CACR took effect upon publication in the Federal Register on Monday, September 9, 2019.

The Bottom Line: OFAC is amending the CACR to eliminate the authorizations of the “U-turn” general license for banking institutions subject to US jurisdiction and impose new requirements regarding remittances to Cuba. Thus, financial institutions and other persons engaged in financial transactions involving Cuba that are persons subject to US jurisdiction should familiarize themselves with these amendments and actively monitor the development of US sanctions toward Cuba to ensure that present and future transactions comply with the CACR.

 The Full Story: On September 6, 2019, OFAC amended the CACR to further incorporate the president’s foreign policy toward Cuba as announced in a foreign policy address on April 17, 2019. These amendments take effect on October 9, 2019.

Prior to OFAC’s amendment of the CACR, US banking institutions were authorized to process “U-turn” transactions, or funds transfers originating and terminating outside the United States, provided that neither the originator nor the beneficiary is a person subject to US jurisdiction.

The recent amendment, however, amends the general license relating to U-turn transactions, eliminating the authorization for banking institutions subject to US jurisdiction to process such transactions. Instead, the amended general license authorizes these banking institutions to reject
U-turn transactions, subject to certain conditions.

The result of this new, more limited authorization is that banking institutions subject to US jurisdiction will be required to either block U-turn transactions or reject them. Concurrently, OFAC has imposed new requirements and limitations regarding the types of remittances persons subject to US jurisdiction are allowed to make to persons in Cuba. Specifically, OFAC has eliminated the authorization for donative remittances and amended the general licenses concerning family remittances and remittances to certain individuals and independent nongovernmental organizations in Cuba.

 Regarding family remittances, OFAC has placed a $1,000 cap on the amount one remitter can send to one Cuban national as a family remittance in any consecutive three-month period. OFAC has also prohibited family remittances to prohibited Cuban officials and members of the Communist Party, as well as any of their close relatives. Regarding remittances to independent nongovernment organizations, OFAC has added a provision to authorize remittances to support self-employed individuals (e.g., cuentapropistas) in Cuba, as defined by the CACR, in an attempt to promote the growth of the Cuban private sector.

Financial institutions subject to US jurisdiction and engaging in activities related to the US sanctions toward Cuba should familiarize themselves with OFAC’s amendment of the CACR in order to comply with OFAC’s requirements. © 2019 Hunton Andrews Kurth LLP.
