Social Security reform is racing towards final approval; a comprehensive trade agreement between the European Union and Mercosul members has been concluded; The PPI program (Programa de Parcerias de Investimento) is off to an impressive start; BNDES is reducing disbursements, and private credit markets are “crowding in.” Core inflation is 3.8% YoY, and long-term expectations are stable, creating room for an accommodative monetary policy. External accounts are healthy, given a projected 2019 trade surplus of $55 billion and FDI inflows of $80 billion. The fiscal situation is stable, thanks to the “budget ceiling law” passed under the Temer administration, now supported by Social Security reform. Fiscal deficits do remain, and public sector debt is a worrying 80% of GDP, but debt stabilization now appears achievable. The outlook for the real economy is less positive. Real GDP contracted in Q1/19, with full year growth of 0.8% forecasted. Investment has collapsed and not restarted, despite optimism for the new administration’s policies. After 4 years of recession and very low growth, the poor economic outlook has mobilized a call from politicians for “emergency” measures, even as the model of the state as an engine of growth is fully discredited. The question is whether the Social Security reform, the PPI program, and perhaps tax reform can galvanize the private sector to initiate a robust investment cycle. Now is the time for an update on Brazil’s prospects, both economic and political. The district: Texas' gerrymandered 2nd Congressional District. What's the deal? "Texas is a place where we have to win. This is doable. This is possible." -- Eric Holder, July 5, 2019 "Texas is turning into a toss-up!" You've probably heard some form of this over the past year or so -- and when it comes to statewide elections, it's true! Growing populations in places like Houston, Austin, and Dallas; strong candidates; and a lot of grassroots energy have made Texas' elections competitive. But in some of Texas' congressional districts, that's a different story -- one that starts with the 2010 Census, when the Republicans controlled the state legislature and manipulated Texas' congressional districts to retain their grasp on power. Their cheating in 2010 has worked to their party's benefit for nearly a decade: During last year's midterm elections, Republicans secured four more congressional seats in Texas than the vote share would suggest. In late 2018, Houstonia Magazine's Morgan Kinney described its shape like this: "A boa constrictor mid-meal, strangulating electoral competition in a district snaking improbably from Kingwood to Klein to the Med Center." If you're not familiar with Houston, here's all you need to know: This district has been intentionally drawn in a way that keeps Republican strongholds and slices up Democratic voters. What does that mean for the people living in the district? This gerrymandered district has almost guaranteed Republican electoral victories in the state every two years. This means the fairly moderate populace around Texas' largest city is now represented in the U.S. House by Dan Crenshaw, a Republican who supports extreme, far-right positions. More importantly, it means Republicans have intentionally diluted these moderate voices and created incentives for an ideologue like Crenshaw to unfairly win elections. Crenshaw has voted with President Trump 93.9% of the time, consistently going against common-sense policies supported by most Americans. He has: Opposed efforts to create a pathway to citizenship for DREAMers, young DACA recipients who came to the United States as children; Voted against a bill to lower prescription drug costs and stop Obamacare sabotage; and Opposed legislation that would have implemented universal background checks on all gun sales, which 90% of Americans support. This is how gerrymandering hurts all of us -- with congressmen like Dan Crenshaw who cater to the extremes and don't represent America as a whole. Just minutes ago, the U.S. Supreme Court issued a big ruling on gerrymandering. The Court ruled in cases from North Carolina (Rucho v. Common Cause) and Maryland (Benisek v. Lamone) that federal courts cannot limit partisan gerrymandering -- a ruling that means self-interested politicians can effectively continue to manipulate maps without federal courts intervening. This is the wrong decision. But we never thought one Supreme Court decision would solve the problem of gerrymandering or end this fight. That's why All On The Line has been building a grassroots army of supporters in every state in the country -- a team we're training to take on gerrymandering at the local and state level. The All On The Line team is growing and we have folks on the ground across the country who know your states, know the redistricting landscape, know the path to creating real change.
