Both countries operate within Federalist systems in which state and local government operate with a significant degree of autonomy and sovereignty in determining policy. This is especially true for proactive and reactive COVID-19 policies. The State of New York and several other states have outlined and have started to implement the path of relaxation sheltering in place policies. Brazil states have started to do the same.  When the Roberts-Kavanaugh-Gorsuch Supreme Court ruled that federal courts could not place limits on partisan gerrymandering, Justice Kagan provided a forceful dissent. In truth, the conservative justices' logic was absurd.

But at the NDRC, we've never depended on one court or one case to move our work forward. That's why we have continued pushing our multi-pronged strategy to end gerrymandering:

	➔	Continuing to educate voters and leaders about the importance of fair redistricting
