Tax Reform and
VAT implementation in Brazil
Thursday, October 5, 2023
8:30 to 10:30 a.m.
(Eastern Time - U.S. and Canada)

Brazil’s tax reform represents a milestone achievement. While estimates are imprecise and actual results will depend on conditions at the time, the reform could potentially boost GDP from its current sub-2% trend to closer to 4%. The new regime consolidates five different federal, state, and municipal taxes, which were previously subject to 27 different state-level and 5,600 municipal-specific legislations, numerous exemptions, incentives, and sector-specific credits. These taxes were charged cumulatively, with taxes due upon taxes, and paid at the point of production. The new regime replaces this with a non-cumulative dual VAT charge, paid upon consumption of the goods / services, with three rates: federal, state, and municipal. To maintain the same level of tax revenue, the combined rate will be high (at least 25%) and may increase depending on costly exemptions being discussed in Congress. Conditions are favorable for the constitutional amendment to be approved in 2023, with additional laws detailing important components needing approval in 2024. The transition for taxpayers will take a decade to complete. But for a proposal that has been in the making for four decades, this is a remarkable achievement.

The Chamber has gathered a panel of experts to discuss Brazil’s VAT reform and its impacts on the legal environment, entrepreneurial expectations, and growth.

Fine Art  Beth Ribeiro in exhibition at the Salao Negro at National Congress in Brasilia- DF.

The fine artBeth Ribeiro had a notable participation and prominence in the Exhibition "Intercâmbio Cultura Brasil x Israel: Olhares de Israel", promoted by Estúdio Mosaico Cida Carvalho, in the Black Room at National Congress, in Brasília, on September 21, 2023 .

Beth Ribeiro, born in Caconde- SP, found Brasília the ideal setting to express her art since 2000, when she decided to settle in the Brazilian capital. Her passion for painting and visual arts has always been evident, and her technique and talent have led her to gain a prominent place in the local artistic community.

The exhibition "Cultural Exchange: Views of Israel" celebrates the 72nd anniversary of the State and Israel brought Beth Ribeiro presenting the work Dente de Leao – “The Flower of the Resurrection”, which has been on display in the Salao Negro of the National Congress since September 21 on October 2nd in Brasilia- DF.

The artist was able to share her unique vision and artistic personality, full of bright colors and striking shapes. Her works are a true representation of her view of the world, and through them, the public was able to experience the emotions and experiences that the artist conveys in each brushstroke.

The work exhibited by Beth features the representation of a desert plant that represents the people of Israel, and is known to be an expert in the art of survival because it grows wild in the most inhospitable places, in a climate that would kill many other plants. This species is also known as the resurrection plant, which survives without water and wakes up when it rains again.

The artist states that the work illustrates well the people of Israel, who lived and live in a hostile climate, as well as the “Resurrection Plant”, the Israelis also demonstrate that they are superior in the art of survival. They were deprived of water sources, excluded from groups, organizations and corporations, in addition to being expelled from cities, states, and having their assets expropriated, but they survived and flourished. Israel became known as the “resurrection people,” resurrected in these 72 years, as they came back to life, overcame adversity and made the earth fruitful.

Beth Ribeiro's participation in the exhibition was a true celebration of cultural diversity and an opportunity to appreciate the talent of an artist who manages to capture the essence of a country as distant as Israel and translate it into works of art that move and enchant.

Furthermore, Beth Ribeiro's presence in the Black Room of the National Congress, a place so emblematic and representative of the country's power and history, only reinforced the recognition and admiration for her work. Her participation in the exhibition was a true milestone in her artistic career.

Beth Ribeiro is an example of an artist who, with dedication and persistence, manages to achieve the recognition she deserves. His participation and prominence in the exhibition "Cultural Exchange: Olhares de Israel" is a reflection of his talent and his ability to transmit emotions through his works of art. The artist is already celebrating her participation in Haifa-Israel in November at Gallery Bertha Omanin Shagal, where she claims to be an exchange of relevant artistic interest for Brazilian, Brasilia and Israeli b culture due to the exchange of knowledge and culture between the artists.

May Beth Ribeiro continue to enchant the public with her art and represent Brazil in exhibitions and shows around the world. It is with great pride that Brasília counts her as one of its most talented artists, and her participation in the exhibition "Intercâmbio Cultural: Olhares de Israel" will certainly be marked in the history of art in the federal capital.
