CLIENT ALERT

What Happened: On Monday, February 11, 2019, following the addition of Petróleos de Venezuela S.A. (PdVSA) to the Specially Designated Nationals and Blocked Persons List (SDN List), the Department of the Treasury’s Office of Foreign Assets Control (OFAC) amended two of the general licenses that authorize activities otherwise prohibited by US sanctions toward Venezuela (each a GL) (one related to dealings in certain bonds and the other to dealings in certain securities). The amendments to the two GLs scale back authorizations for the purchase or investment (or facilitation thereof) in certain bonds issued by the Government of Venezuela, extend the wind-down period by about nine days in respect of certain authorizations, and ultimately work to expand the scope of sanctions as to PdVSA-related securities.
The Bottom Line: OFAC continued its trend of broadening the scope of US sanctions on Venezuela, this time specifically by limiting the authorizations previously granted by GLs as to dealings in certain bonds and securities. Taken together, the limitations on the authorizations previously granted by the GLs seek to not only restrict the sale by US persons of certain Venezuelan bonds and equity, but also restrict the ability of non-US persons to avail themselves of the US financial system to transact in such Venezuelan bonds and equity.

Change is coming!

By the end of March, OFA will have fully joined forces with Eric Holder's redistricting team, joining their fight to end gerrymandering and build a better democracy.

As part of that transition, we want to make sure our volunteers are fully prepared to keep making a difference -- to serve as dedicated, empowered activists who will apply what they've learned at OFA.

That's why, starting TONIGHT, we're launching a 3-part online training series called Lessons in Organizing. OFA's Organizing team will share the most important lessons we've learned in the 10+ years of this movement.

We'd love to have you join us. Here are the details:

What: "Lessons in Organizing" training series
When: The next three Wednesdays, starting tonight: 2/13, 2/20, and 2/27
How to join: This is a free online series. RSVP here.
